The history of the emergence of scientometrics as a part of science studies is briefly described and the contribution of domestic scientists is demonstrated. The fundamental differences between the history of science and science of science are noted. Considerable attention is paid to the role of E.Garfield in the formation of a new paradigm for evaluating the works of scientists through the citation of their publications, which led to the emergence of the "scientific citation index". The types of scientific publications and their contribution to the citation index are considered. The works with the record citations are presented and it is noted that such indicators can be achieved only through independent citation. Attention is paid to the appearance of the Hirsch index, the simplicity of its calculation and its inherent disadvantages.
